I had the same problem with my PCut CT1200 vinyl cutter, running through a COM port in Windows 7 fine, then disappeared when I upgraded to Windows 10. I uninstalled the LXi VinylExpress software, and re-installed.

I didn't use the driver on the CD with my old software, but had downloaded another copy so it was on my computer. I installed the downloaded driver in compatibility mode back to Windows 7, just as Sachin instructed, but wanted to add that my cutter didn't show up still, until I unplugged and re-plugged the USB from the cutter while it was on. As soon as I plugged the USB cable back in, the new COM port showed up in Device Manager, and finally I could run a test cut.
